Reload Configuration
Regenerates BIRD2 participant config blocks from participants/*.yaml
and does a live reload of both route servers. No BGP sessions are dropped.

Note on permissions
The web server must run as root (or have passwordless sudo access to the exchange scripts) for Add Participant and Remove Participant to function. Read-only views (dashboard, sessions, routes) work without elevated permissions.
